Wash the wall down first and make sure to wait 48 hours for it to get completely dry. It is super important to make sure the wall is dry because cinder blocks are very porous. If you start applying primer paint right to the wall away, it will start bubbling up because of moisture. Then apply a masonry primer using a thicker nap roller. Keep in mind that you should not paint cinder blocks in very humid and hot weather.
