That depends a lot of the library. I got my first library card when i was 7 (if i remember correctly) and I obviously needed a parent to help me get it. I think library card can be acquired at any age (My 6-year-old nephew has one too), but you should know how to use it and how to be responsible about it. You can most likely find more information from your local library.
