As long as your profile was deleted (not disabled, deleted), and you start again (with a new email address, of course), yes, you can get the person who blocked you back. However, they still have the power to block you if they wish, so therefore, the process of deleting your old account and starting over again would've been absolutely pointless. There is probably a good reason for being blocked, so perhaps deal with that issue foremost.
