Indeed you can! If you enable your iCloud Photo Library setting, your entire library will upload to iCloud Drive. You can then switch the iCloud Photo Library setting back off and delete your phone's pictures--the photos will stay in iCloud Drive as long as you don't have a photostream enabled.
