Add equal amounts of flour and water and stir to make a paste. If it needs to be thicker, add more flour. This acts as a glue you use with strips of paper. I usually rip strips of newspaper, cover it with paste, then smooth it onto whatever I am wanting to paper mache. I usually cover a balloon or some other shape I have made with paper. Once it dries (usually overnight) you can pop and remove the balloon and paint or do whatever else with it.
