If she has a passport, she can use it an ID to withdraw cash from her bank so that she has money until she gets new debit and credit cards (a passport also works as an ID anywhere, but you can't use it as a driver's license). As for the phone, she can use the passport to withdraw cash to make a payment on a new one (assuming she believes the old phone is gone for good).
