The strip is called a "wick." It is made of a porous material that draws up the fuel from the candle to the flame. Sometimes, the part of the wick outside the candle is left long for aesthetic reasons. However, if it is too long, you should trim it down (to about 1/8th of an inch) for safety reasons.
