Corn is not illegal to use as bait in all states, but where it is illegal this is usually to stop people from chumming the water with corn. Often states adopted these laws after having trouble with some individuals dumping barrels full of corn into the water that would create a huge mess. There may also be some concern that eating large amounts of corn could be bad for fish populations, although this is disputed.
