If he's bringing up relationships but he isn't asking about how you can set him up with someone else, he may be testing the waters. For example, if he says that honesty is important for him in a relationship, he may be hinting at what he's looking for if you two were to date. Right now, he might be too nervous to directly ask you out. To start off small, plan a low-key hangout, like a trip to the movies. Later, tell him you feel super close to him. That may give him the extra push he needs to confess he wants to start dating you.
