First, know that it's not uncommon to develop a crush on an older cousin, especially if you didn't see each other a lot when you were younger--you're not alone! Second, remember that someone in their 20s is a legal adult, so it's not a great idea to fixate on a relationship with them if you're under 18 (whether you're cousins or not).
