Liners are very small "pots" which are used to root cuttings or sow seeds. Perhaps you have seen plug trays which are used mostly by commercial nurseries. Small plants do not need a large pot. Small plants are often shipped, even across the country! It's more cost efficient to ship many plants in small "pots" (liners and plug trays) and pay less freight. Once the small plants are well rooted, they should be transplanted to larger pots (typically 3 or 4 inch).
