For a cup of tea, you can use half a teaspoon of tea powder. Although, teas come in varying strengths. Some are kadak chai, i.e. strong in taste and some are milder. The color of the tea after adding milk and water should be just how you see it everywhere. A darker color means you added more tea, and less milk as well. For a mug full of tea, you can put a full teaspoon and a half more if you like. With practice, you'll know for sure.
