You can use whichever you like! It's been said that digital is easier when you're learning to draw if you can find the right tools, such as a drawing tablet and the right programs. Popular Mangaka's who use traditional paper and pencil have generally had a lot of training and experience drawing, but both are good skills to learn. Do whichever you're most comfortable with first.
