I have a cute romper and it looks good on me, but I do a feel a teeny bit uncomfortable because it is shorter that what i usally wear, can I wear leggings underneath?

Yes, you can definitely wear leggings under it. That's actually a really common thing since rompers are usually a bit short (if they are shorts and not pants, that is).
