De'Gournay created the term bureaucracy.
- Bureaucracy has universalistic criteria such as Division of labour, hierarchy, unity of command, task specialisation, merit-based staffing and promotion, rules and regulations, formal communication systems etc.
- The colonial bureaucracy mostly served maintenance responsibilities, such as maintaining law and order, collecting taxes and revenue, and so on.
- Colonial bureaucracy is also known as Ruling bureaucracy.
- The colonial administration suppressed the independence movement on several occasions.
- The concept of developmental administration was not well understood at the time.
- The bureaucracy was fundamentally a policing/tax-collecting mechanism, far from being a citizen-friendly administration.
