Vienna Convention:

  • Vienna convention was signed in the year 1985 after the role of Chlorofluorocarbons (CFCs) was confirmed in depletion of the Ozone layer.
  • The convention came into force in the year 1988.
  • It was like a framework to be adopted in order to protect the ozone layer (which did not contain binding measures).

Montreal Protocol:

  • The protocol was adopted in the year 1987.
  • This protocol proposed legally binding measures to phase out the Ozone Depleting Substances (ODSs). 
  • Montreal Protocol banned the chemicals falling under the following groups:
    • Chlorofluorocarbons (CFCs)
    • Halons
    • Carbon tetrachloride (CTC)
    • Hydrochlorofluorocarbons (HCFC)
    • Methyl chloroform
    • Methyl bromide
  • Since its adoption, it has been ratified by 197 countries and has been successfully phased out 95% of ODSs.
  • It is considered the most successful treaty to date in controlling human activities which harm the planet.
  • Since then Hydrofluorocarbons (HFCs) have been used as a substitute for CFCs.
  • But HFCs are greenhouse gases with Global Warming potential 1000 times of that of Carbon dioxide.
  • Therefore, Kigali Agreement, an amendment to the Montreal Protocol was signed in 2016 included the HFCs also.
