Vienna Convention:
- Vienna convention was signed in the year 1985 after the role of Chlorofluorocarbons (CFCs) was confirmed in depletion of the Ozone layer.
- The convention came into force in the year 1988.
- It was like a framework to be adopted in order to protect the ozone layer (which did not contain binding measures).
Montreal Protocol:
- The protocol was adopted in the year 1987.
- This protocol proposed legally binding measures to phase out the Ozone Depleting Substances (ODSs).
- Montreal Protocol banned the chemicals falling under the following groups:
- Chlorofluorocarbons (CFCs)
- Halons
- Carbon tetrachloride (CTC)
- Hydrochlorofluorocarbons (HCFC)
- Methyl chloroform
- Methyl bromide
- Since its adoption, it has been ratified by 197 countries and has been successfully phased out 95% of ODSs.
- It is considered the most successful treaty to date in controlling human activities which harm the planet.
- Since then Hydrofluorocarbons (HFCs) have been used as a substitute for CFCs.
- But HFCs are greenhouse gases with Global Warming potential 1000 times of that of Carbon dioxide.
- Therefore, Kigali Agreement, an amendment to the Montreal Protocol was signed in 2016 included the HFCs also.
