The chaining effect doesn't apply on sweet scent. However, you encounter 5 wild Pokemon, so the chance that one of them is shiny is higher than just running around in the grass. You can only get specific Pokemon with the sweet scent, and some Pokemon (like Shiny Absol) will only appear by luck/chaining.
