Cut into the caulk with a knife with a new blade. Score it all around the window. Try to scrape out as much of the caulk as you can. Gently pry the window between the stop and the sash until it starts to move freely. Keep scoring with your knife and prying. Use a putty knife to pry with. Eventually the window will work free. WD40 also helps to loosen the caulk.
