The first step is figuring out where she gets the phone. Does she get an allowance and use that money? Stop her allowance. Her friends? Limit interaction with those friends....

I didn't rinse the gravel and now the water is cloudy. Can I just keep removing the water daily, or do I have to take all the gravel out?
It's up to you, but I think it would be easier to just empty the tank, rinse the gravel, and re-fill it rather than change the water daily.
