The bay can grow as both, depending on your preference. If planted in the ground, it will eventually reach a tall tree height and shape. However, if trimmed, shaped and planted in a container, it will stay smaller and remain as a shrub, albeit a large one. Growing bay in a container will make it easier to control. Just be aware it is slow growing, whatever way you wish for it to be.
