He's either confused and doesn't know what he wants to do, or he's leading you on until he "finds a better deal," so to speak. Either way, tell him you and your kids are a package deal, so he needs to decide if he wants to be with you or not. There's no sense in wasting your time on someone who is not sure they will be with you in a year.
