Option 4 : 24 km/h

Calculation:

Let the distance between home and bank be x.

∴ Total distance = x + x

⇒ 2x

∴ Total time taken = x/60 + (x/2)/10 + (x/2)/30

⇒ 5x/60

⇒ x/12

∴ Average speed = 2x/(x/12)

⇒ 24 km/h

∴ The average speed of Digvijay for the whole journey is 24 km/h.
