Broiling is similar to grilling, only from the top instead of the bottom. Most boiler settings turn the element on and leave it on, just as the heat from a grill stays on. However, most ovens will shut the element off once the temperature reaches the maximum the oven is set for (450 - 500 degrees F). That's why it's suggested that when you broil, you leave the door slightly open to allow fresh air into the oven so the element will remain on.
