First of all, make sure you have adequate grounding. If you don't have the grounding, the fence won't provide effective shock. Second is the charger. It should have enough energy to provide a good zap for the animals when they first test the fence. Don't use the same charger that you would use for horses, because that doesn't provide enough power to be of much effect on cattle. Third is to make sure the fence isn't shorted by plants or any other bad connection to another fence. Finally, make sure the animals are trained to the fence already, so they know what it is. The top wire should be at nose-height to the stock. Any higher or lower, they'll go under or jump over!
