It's not actually black, per se. It's light from the blue end of the spectrum that makes certain colors appear neon. Many of the bulbs that create blue light are so dark they seem black, hence the name "black light". They were very popular in the 70s and have experienced a bit of a revival in recent times with glow-in-the-dark paints and objects.
