Calculation: 

Statement I:

Speed of Car A and Car B is 15 km/hr and 21 km/hr respectively.

⇒ relative speed = (15 + 21) = 36 km/hr

This means, in 1 hour they will together travel 36 km.

So, whatever be the distance they need to travel, in the 15 mins given in the question, whether before meeting each other or during the start of the journey, they will travel = 36/4 = 9 km.

With statement I alone we can calculate the distance between the cars in 15 mins. 

Statement II:

⇒ distance = 72 km

here, we cannot determine the distance between them just 15 minutes before they meet with the help of statement II alone

 

∴ The data in statement I alone is sufficient to answer the question, while the data in statement II alone are not sufficient to answer the question.
