Concept used:

Sum = average × number

Calculation:

Total age of 7 members of family is 35 years = 35 × 7 = 245 years

At the time of birth of twins, total age of family of 5 members = 245 - 15 × 7 = 140

∴ At the time of birth of twins, Average age of family of 5 members  =140/5 = 28 years
