The word ‘too’ is used as an adverb to describe that the verb expressed is more in level than expected. In the given sentence, ‘too’ is used to tell that the action ‘understand’ is difficult since Dharshan’s speaks at a speed that is more than what is needed to understand his words. The correct translation of the given sentence is, “Dharshan speaks so fast that I cannot understand him”. Though other sentences sound grammatically correct the words ‘too…to’ is translated into ‘so…that’ which gives the same tone of excessiveness as that of given.
