Width of the first garden = $\frac{600}{40} = 15$ feet
Width of the second garden = $15 \times 2 = 30$ feet

Area of the second garden will be = $\frac{600}{2} = 300$ square feet

Length of the second garden = $\frac{300}{30} = 10$ feet

So, we have got, the length of the first garden is 40 feet and the length of the second garden is 10 feet.
And the width of the first garden is 15 feet and the width of the second garden is 30 feet
Perimeter of the first garden = $2 (40 + 15) = 2 \times 55 = 110$ meter

And Perimeter of the second garden = $2 (10 + 30) = 2 \times 40 = 80$ meter

Ratio of the perimeter of the two garden = $110 : 80 = 11 : 8$
