Given equation is

\(2x^2-hx + 2k = 0\)

\(\therefore\) Sum of roots \(=\frac{-(-h)}2=\frac{h}2\)

\(\Rightarrow\frac h2=4\)      \((\because\) Sum of roots = 4 (given))

\(\Rightarrow\) h = 8

And product of roots \(=\frac{2k}2=k\)

\(\Rightarrow\) k = -3      \((\because\) Product of roots = -3 (given))

Hence, h = 8 & k = -3
