Due to resonance the C-Cl bond in vinyl chloride is shorter than in allyl chloride. In vinyl chloride, the C-atom attached to Cl is `sp^(2)` -hybridised whereas in allyl chloride it is `sp^(3)`. This also shortens the C-Cl bond in vinyl chloride.
