This happens because the tile is better heat conductor than wood. The heat conducted from our foot to the wood is not conducted away rapidly. So, the wood quickly heats up on its surface to the temperature of our foot. But the tile conducts the heat away rapidly and thus can take more heat from our foot, so its surface temperature drops.
