Creating a limitation in the usage of water is the last resort one would want to enforce. As of now, such limitations are not required but definitely, there should be a justifiable reduction in usage of water. Thus, Action I is not recommendable. 

Action II, on the other hand,  suggests a step that should be implemented by all governments. This is the best way to conserve water that will otherwise just runoff and go as waste. Water recycling should also be encouraged. Thus, action II is highly recommended.
