Conclusion I does not follow as high-quality trained teachers surely improve the quality of education but just improvement in the education cannot help in reducing poverty. Improved education help in reducing poverty only when it will be available for all levels of people. This course of action could follow if it said: The focus should be on recruiting, training and supporting teachers to improve the quality of education for all.
Conclusion II also does not follow as providing free education to only girls is not the solution to poverty. Free education should be available for all needy people irrespective of the gender.
Hence, neither conclusion I nor II follows.
