Option 1 would be the correct one has only the first conclusion is drawn from the statement.

As the statement talks about the level of pollutants being increased, it is obvious that before these 3 years it was in a moderated level thus conclusion I is correct. And from the statement we cannot conclude if the cause for this is because of only the people being ignorant or if there were other issues, thus second conclusion cannot be drawn.
