The opening sentence S1 gives the hint that the passage is to be arranged in a way which shows the importance of hard work and regular practice.
First sentence: It should be Q as this sentence begins with explaining the reason behind the importance of perpetual practice that is been talked about in S1.
Second sentence: It should be S as hereafter, we proceed to talk about an example which takes into account the possibility of hitting an aim with an arrow.
Third sentence: It should P as it tells about the uselessness of the mindless shooting by the person with an arrow and how that cannot be called as progress.
Fourth sentence: It should be R as it continues to discuss the futility of an unpractised aim and continues to say that either one should try to hit the aim properly or at least be aware of his/her mistakes if it is missed. It also leads to the conclusive statement given in S6.
