Suppose the radius of the cone is ‘R’ cm;

In the figure:

Triangles AEF and ABC are the similar triangle;

 ∴ AE/AB = EF/BC

⇒ 3/15 = 4/R

⇒ R = 20 cm

∴ Radius of the base of the cone = 20 cm

∴ Lateral height = √(202 + 152) = √625 = 25 cm

Now we have radius of base, height and lateral height: we can determine the surface area and Volume too.

∴ All the values can be determined.
