Kirchoff’s laws i.e. both KCL and KVL are applicable in all lumped circuits. All network theorems are derived from KCL and KVL.

Nortons theorem: A linear bilateral network can be replaced by a single current source (I_sc) in parallel with an equivalent impedance Z_eq.

When I_sc is the short circuit current flows through the load terminals & Z_eq is the equivalent impedance across the open terminals of load.

Thevenin theorem: A linear bilateral network can be replaced by a single voltage source (V_th) in series with an equivalent impedance Z_eq.

Where V_this an open circuit voltage across the load terminals and Z_eq is the equivalent impedance across the open load terminals.

Thevenin theorem is preferred in a circuit involving voltage source and series connection whereas Norton’s theorem is preferred in the circuits involving current source and parallel connections.
