Course of Action III is not a solution because we do not know the exact reason why job conversion rate is low. It could be because of the lack of Opportunities in Job Market (Demand of labor problem) or lack of quality education (Supply of labor problem). Even if it is the latter, we cannot say with certainty that it is the problem of Engineering Colleges alone. It could be a systemic problem also.
