Yes. You can fly with Elytra in both survival and creative mode. The only difference between Elytra and flying 'manually' is that Elytra doesn't stop in the air, it just glides.
If you're talking about Crystalsong Dalaran, yes, you can fly there.
You can be in any mode; however, in survival mode, you'll have to get all the materials needed.
