Use a clean razor blade to scrape off the residue. You can also use something like glass cleaner as a lubricant for the razor, if needed.
Apply a cleaning agent like Bio-Clean and work it into the glass in small circles. Keep rubbing until the limescale and buildup is gone.
You can use a multi-purpose cleaner, but a leather cleaner's always better. Many steering wheels have vinyl leather and leather cleaner is more sensitive than anything else. Squirt it on...
Soak the shirt in hot water for an hour, then in cold water for another hour. Then wash the shirt in warm water and scrape off the residue.
Simply wash them well with soap and water. You may need to wash a few times.
Try using the vinegar, rubbing alcohol, and cornstarch mixture! The cornstarch can help clear through the film residue on your window.
I suspect the base metal is coated with zinc (galvanized), then painted. I would scrape and sand loose paint, and repaint.
