Given:

Number of cars between 40-50 speed = 50 

Number of cars between 50-60 speed = 70

Number of cars between 60-70 speed = 85

Number of cars between 70-80 speed = 90

Number of cars between 80-90 speed = 60

Number of cars between 90-100 speed = 45

Calculations: 

Total number of cars with speed less than 60 km/h = 50 + 70 = 120

Total  number of cars with speed more than 70 km/h = 90 + 60 + 45 = 195 km/h

The ratio of the number of cars with a speed less than 60 km/h to the number of cars with speed more than 70 km/h = 120/195

⇒ 8 ∶ 13

∴ The ratio of the number of cars with a speed less than 60 km/h to the number of cars with speed more than 70 km/h is 8 ∶ 13.
