Thus, Statement I alone is sufficient.

By using, Statement II: O is the shortest, L is taller than N and O.

So from statement II alone, we can not say that who is the tallest among L, M, N, O and P. 

Thus, Statement II alone is not sufficient.

Hence, only statement I is sufficient to answer the question.
