The capacitor will act as open circuit and no current will pass through it as DC voltage is applied. And since we know from the ohm’s law we know that V=IR where V is the voltage drop across the resistor, I is the current flowing through it and R is the resistance value of it, therefore I=V/R, which gives I=>24/4=6ampere.
