- On August 29, 2016, the legislative assembly of West Bengal passed a resolution to change its name.
- The resolution proposed to change the name of the state from West Bengal to Bengal in English, Bangal in Hindi and Bangla in Bengali.
- But union cabinet rejected the proposal and asked for a single name.
Procedure for Changing the name of a state:
Either the state government or the Union government can initiate the process.
When state government initiates the process:
- First of all, a resolution seeking the change of name is passed in the state assembly.
- This resolution is sent to Parliament and there a bill is introduced
- That bill is then sent to the state assembly so that it can express its view (but the views do not have any impact), for a time period that is fixed by President
- This bill is reintroduced in parliament and there it needs to be passed by a simple majority only.
- And after the President's approval, the name of the state is changed.
- But if rejected by parliament, the state is called by its name as earlier.
When union government initiates the process:
- A bill is introduced in parliament, but only on the recommendation of the President.
- Then the same procedure of sending the bill to state legislature, reintroduction to parliament, passing of the bill by simple majority, and approval of president are followed.
*Parliament is empowered to change the name of any state by Article 3 of our constitution. It also empowers parliament to form a new state or UT and alter the area or boundary of any state.
*On July 26, 2018, the West Bengal state assembly again passed a resolution to change the name to Bangla, but this demand was again refused by the Union government.
