From the given statements, we can determine that there is a near famine situation in Bengal and that the Government has decided to send back the refugees to Bangladesh. From this we can conclude that the state does not have enough resources to feed the growing population and the refugees both so it has taken a decision to send them back. We do not know whether India wants to help the refugees or not. Therefore, only conclusion II follows and option 2 is the right answer.
