Allowance is Minimum clearance (positive allowance) or maximum interference(negative allowance).
The allowance is the amount of designed (intentional) deviation between two mating dimensions in a fit. It is calculated as the difference between the maximum shaft size and the minimum hole size is known as allowance.
Maximum clearance is the difference between the maximum hole and minimum shaft.
Minimum clearance is the difference between the minimum hole and maximum shaft.

Transition fit: An assembly of hole and shaft will be transition fit if the tolerance zone of the shaft and hole overlap with each other.

In transition fit there is maximum clearance i.e. = Upper limit of the hole - The lower limit of shaft which is +ve clearance
