Sum of first three numbers + second number = fourth number

In first column:

5 + 9 + 6 = 20.

⇒ 20 + 9(second number) = 29

In second column:

3 + 4 + 7 = 14;

1 + 9 + ? + 9 (second number)  = 22 ;

⇒ 19 + ? = 22.

⇒ ? = 3
