Correct Answer Only B

The Correct Answer is Only B.
Key Points
Ryotwari system:
  • Ryotwari system was introduced in Bombay and Madras by Thomas Munro and Charles Reed. Hence option A is INCORRECT
  • In the Ryotwari system, the direct settlement was made between the government and ryot (cultivator).
  • The revenue in the ryotwari settlement was fixed for a period not exceeding 30 years. Hence option C is INCORRECT.
  • This system is based on the scientific rent theory of Ricardo.
Moujewari system:
  • Moujewari system was the middle path between the Permanent settlement and the Ryotwari system.
  • Elphinstone did not want to implement both the above settlements in Bombay.
  • Hence, he chose the middle path between both the systems which is known as the Moujewari system. But the system was not implemented in the Bombay province.
  • After the retirement of the Elphinstone Ryotwari system was implemented in Bombay. Hence option B is CORRECT.
 Additional Information
Permanent Settlement:
  • It is also called as Istamarari (Sthayi) Bandobast System.
  • It was introduced by Lord Cornwallis in Bengal, Bihar, Orissa, and districts of Benaras and Northern districts of Madras in 1793.
  • John Shore had planned the permanent settlement.
  • In this system, zamindars were declared as owners of the land.
  • Hence they could keep the 1/11th revenue collected to themselves while the British got a fixed share of 10/11th of the revenue collected.
  • The zamindars were free to fix the rents.
  •  As zamindars were assured of their income they stayed in towns and exploited their tenants. (This is also called absentee landlordism).
