রাষ্ট্র যখন তার সকল নাগরিককে ভোটাধিকার প্রদান না করে বিশেষ কোন যোগ্যতার মাপকাঠিতে তা প্রদান করে থাকে তখন তাকে সীমিত/নিয়ন্ত্রিত ভোটাধিকার বলে।যেমন- কর প্রদানের উপর ভিত্তি করে ভোটাধিকার প্রয়োগ করা হয়।
